POSITION:    HTCU Digital Forensics Analyst
DEPARTMENT:  Prosecuting Attorney
SALARY:      $55,183.00 Annually

 
ESSENTIAL DUTIES:
       
Performs digital forensics related tasks and electronic evidentiary needs of the Tippecanoe County Prosecutors Office.  Assists in developing and conducting training for local law enforcement agencies, prosecutors, and the community regarding digital evidence and promote awareness/protection about crimes involving technology.  Conducts cybercrime investigations to include ICAC cases, securities, bank, and insurance fraud, computer crime, other financial crimes, murder, sex crimes, and any other criminal activity as directed.  Performs advanced laboratory or on-scene forensic examinations on a variety of electronic media devices such as computers, laptops, PDAs, cell phones, and gaming systems that may contain data of evidentiary value for criminal investigations.  Organizes and conducts Internet/Network forensics to obtain information from the Internet for intelligence for ongoing investigations.  Assists in coordination of training, information, and resources to investigate computer crimes with the Indiana ICAC (Internet Crimes Against Children) Task Force and its affiliates.  Assists local, state, and/or federal task forces in obtaining, examining, and analyzing digital evidence to supplement ongoing investigations apprising commanders of investigations and preparing related reports.  Develops and provides various technical solutions to assist task force operations.  Provides legal and technical guidance in the identification, preservation, and collection of possible sources of digital evidence to law enforcement officers and prosecuting attorneys.  Assists staff attorneys regarding digital forensics investigations, assisting with developing strategies, anticipating defense strategies, providing appropriate case information, attending legal proceedings, corroborating evidence, and providing testimony.  Provides technical assistance to prosecuting attorneys in the course of trials.  Assists with coordinating intake of digital media to prosecutor’s office, developing procedures to convert incoming digital media to common formats for processing and E-discover, and following proper chain of custody procedures.  Assists other law enforcement personnel with specific investigations as requested or assigned and maintains confidentiality and security of case information as required.  Responds to inquiries regarding specific cases, providing information and copies of documents and reports to various agencies and departments.  Serves on 24-hour call as assigned.  Performs other duties as assigned.
 
JOB REQUIREMENTS:
       
Baccalaureate degree in computer science, forensic sciences, or computer technology.  Masters degree in digital forensics preferred.  Must be at least 21 years of age.   Possession of or ability to obtain required certifications and training including formal computer forensics certifications, such as Computer Forensics Certified Examiner (CFCE), AccessData Certified Examiner (ACE), Encase Certified (EnCe), Certified Fraud Examiner (ACFE), and Computer Information Systems Security Professional (CISSP).   Knowledge of and demonstrated experience in the interpretation, processing, and translation of file and operating system artifacts across a variety of computer platforms.  Knowledge of and demonstrated experience in the use of automated forensic tools, such as Encase, Forensic Toolkit, Cellebrite, and others, and ability to articulate, in detail, the processes being conducted by the automated forensic tools.  Working knowledge of Federal Rules of Evidence (FRE) and Federal Rules of Civil Procedure (FRCP) as they apply to digital evidence and investigations.  Working knowledge of and ability to make practical applications of policies, procedures, legal requirements and terminology of the department, and County judicial system.  Working knowledge of standard English grammar, spelling, and punctuation, and ability to prepare and complete department documents and reports.  Working knowledge of and ability to make practical application of evidence collection and preservation techniques.  Working knowledge of universal health precautions and blood borne pathogens control, and ability to apply such knowledge to protect oneself against infection.  Working knowledge of public relations concepts and applications and ability to use various department computer programs and software.  Ability to effectively communicate orally and in writing with co-workers, other County departments, crime suspects, witnesses and victims, other law enforcement departments, Child Protective Services, various social service agencies, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.  Ability to provide public access to or maintain confidentiality of department information and records according to state requirements.  Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.  Ability to perform essential functions of the position without posing a direct threat to the health and safety of self and other individuals in the workplace.  Ability to properly operate standard office equipment including computers, printers, copiers, typewriters, audio/video recorders, and cameras.  Ability to work rapidly for long periods in possibly hazardous environments and situations, work on several tasks at the same time, and complete assignments effectively amidst frequent distractions and interruptions.  Ability to work alone with minimum supervision and with others in a team environment.  Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form.  Ability to occasionally work extended, weekend, overnight and/or evening hours, and occasionally travel out of town for investigations, training, and providing testimony.  Ability to serve on 24-hour call and appropriately respond to emergencies from off-duty status.  Ability to testify and present evidence in legal proceedings/court.  Possession of a valid driver’s license and a demonstrated safe driving record.
